You can design that pully, first create a honey comb structure block then give the shape of pully outside, if want to built that model u can use 3d printer with just pully model, use the option honeycomb infill structure it will generate the honeycomb model and convert it to slicer format

in a 3d print software you can adjust the size of the inner and outer walls of your part

It is relatively easy task. First sketch the section profile on any plane. perform revolved boss. Go to the plane which is perpendicular to the revolving axis. sketch honeycomb structure. perform extrude cut. now you are done. you can add fillet if you want.
